This cape is divided into two parts:  motifs and collar.

 Due to variations in individual tension, the size of the sample is for reference only.

Crochet Hook:  2.50 mm Crochet Hook 
Note: When crocheting with variegated yarn, the beginning part may have different colors, and the crocheted effect will also be different. You can refer to the finished product, or start crocheting with the corresponding color segment based on your preference.

ch: chain

sl: slip stitch

dc: double crochet

sc: single crochet

tr: treble crochet

dc2tog: double crochet 2 stitches together

ch3 sl picot: chain 3, and then join with one slip stitch into both the front loop of the previous stitch and the front leg strand of the previous stitch.

tr3-bobble: treble crochet 3 stitches into the same stitch and crocheted together

Note:
This pattern is making in Chinese crochet pattern terms, and the stitch name is written using American terminology. All measurements in charts are in cm. 

Part 1 Motifs A​ 00' 23'' ​

There are multiple motifs, all of which use the magic ring method and are crocheted in rounds counterclockwise. Only the first motif is fully crocheted, while the others need to be worked and joined simultaneously on the last round. There's no specific requirement for the joining order—you can follow the chart or your own preference, as long as it forms this shape in the end.  Please refer to the video demonstration for more details.

Part 2 Collar B​ 32' 57'' ​

The collar is crocheted in rounds counterclockwise around the neckline position where the motifs form.   Please refer to the video demonstration for more details.
